Karmo has become the first subscription-based fleet provider to be pre-qualified under Queensland’s Local Buy program, giving councils and government organisations a new, flexible option for accessing vehicles without going through a traditional tender.
The company is now listed in the Fleet Management Solutions (LB339) category as Local Buy’s only supplier offering subscription services. The move signals growing recognition that alternative access models—beyond outright purchase, lease or hire—may have a role in modern fleet management.
What Local Buy Approval Means for Fleets
Local Buy’s procurement framework is widely used across Queensland by councils, government agencies and education institutions. Pre-qualified suppliers must meet strict requirements for capability, compliance, insurance, and financial stability, which reduces procurement risk for buyers.
For Fleet Managers, this approval means subscription can now be accessed more easily within an existing compliant pathway. Organisations can still run their own tender or EOI process, but they are no longer required to if they choose to engage Karmo.
Karmo CEO and Co-Founder Nick Boucher said the milestone provides a simpler option for organisations seeking flexibility without additional administrative effort.
“This is a major milestone for Karmo and an exciting step forward for the future of fleet management in Queensland. Government and local organisations can now access our subscription model easily and with confidence, knowing we are a pre-qualified supplier.”
He noted that subscription may help fleets reduce capital tied up in vehicles, scale utilisation more effectively, and trial low-emission technology such as EVs without residual value exposure.
A New Category Created for Subscription Models
Karmo’s inclusion also reflects a shift in the types of mobility solutions Local Buy is willing to consider. According to Craig Corrigan, Sales Director at Karmo, Local Buy added a new subscription category following discussions with the company.
“We’re proud that Local Buy recognised the value of subscription-based fleet models and even added a new ‘Subscription’ category following our discussions.”
For councils managing seasonal workloads, short-term projects or uncertainty around future fleet size, subscription offers an option that sits between long-term leasing and ad-hoc rental.
Potential Benefits for Councils and Government Buyers
From a fleet operations perspective, the approval may help organisations:
Reduce procurement effort
Local Buy’s pre-qualification means due diligence around capability and compliance has already been carried out.
Improve fleet flexibility
Subscription models allow fleets to scale up or down without long-term commitments — an advantage for councils managing project-based work or service delivery peaks.
Support sustainability initiatives
Short-term access to electric vehicles allows organisations to trial suitability for duty cycles ahead of long-term transition planning.
Manage capital constraints
Subscription avoids the upfront cost of purchasing vehicles and may reduce exposure to residual value risk during uncertain market conditions.
Support regional procurement
Using a Local Buy supplier aligns with Queensland Government policy that encourages local sourcing wherever possible.
What It Means for the Fleet Community
While subscription is still emerging in government fleets, this approval places it alongside established procurement pathways and may encourage more organisations to test where it fits in their operating model.
For Fleet Managers, the decision raises practical questions:
- Does subscription align with existing utilisation patterns?
- Could it support peak demand without expanding the core fleet?
- Is it a pathway to trial EVs or new vehicle types?
- Could it reduce the administrative effort of maintaining short-term or project-based vehicles?
Karmo’s approval doesn’t signal a shift away from traditional funding models, but it does broaden the toolkit available to fleet practitioners—especially those navigating budget constraints, increasing service expectations and decarbonisation targets.
The company continues to expand its presence in corporate, fleet and novated leasing sectors nationally and positions the Local Buy approval as part of that growth trajectory.
