The next generation of fleet leadership continues to emerge across local government, with Taylor Zanoni from Nelson City Council announced as the Semester 1, 2026 recipient of the IPWEA Smartrak Scholarship.
The scholarship supports fleet practitioners to complete the IPWEA Fleet Management Certificate, a program designed to strengthen capability in planning, utilisation, financial management, compliance and sustainability.
Taylor’s application resonated strongly with the IPWEA Fleet Council. While many fleet professionals enter the role from operational or technical backgrounds, Taylor spoke openly about learning much of her fleet knowledge on the job and wanting to move beyond trial-and-error decision-making.
She described her goal as building the confidence to understand not just what decisions to make, but why they are the right ones. That focus on structured learning and best-practice thinking aligned closely with the principles of the Plant and Vehicle Management Manual (PVMM).
Importantly, her application went beyond personal development. Taylor clearly outlined how formal training would enable her to improve fleet utilisation, right-size assets, reduce running costs and deliver better value for ratepayers. She also highlighted the importance of building internal trust by providing accurate, confident advice to operational teams and senior management.
For smaller councils without specialist fleet staff, lifting internal capability can have a direct impact on cost control, service delivery and environmental performance. Taylor demonstrated a clear understanding of this link, including how smarter procurement and improved utilisation can support both financial and sustainability outcomes.
Fleet Council members also noted her strong focus on longer-term environmental impact and alignment with best-practice asset management principles.
As fleet management becomes increasingly complex — balancing emissions reduction, budget pressures, compliance obligations and operational demands — investing in education remains critical.
